City Manager

The City Manager serves as the Town’s chief administrative officer and is responsible to the Town Council for the day-to-day management of all Town affairs assigned by the Council or provided by the Town Charter.

The City Manager oversees all Town departments; hires, disciplines, and terminates Town employees in accordance with applicable laws, the Charter, and personnel policies; and ensures that all laws, Charter provisions, and Council actions are faithfully carried out.

The City Manager attends all Town Council meetings and participates in discussions, but does not vote. The Manager prepares and submits the annual budget, implements Council-directed revisions, recommends budget amendments when necessary, and keeps the Council fully informed of the Town’s financial condition and future needs. An annual report on the Town’s financial and administrative activities is prepared and made available to the public.

In addition, the City Manager provides staff support to the Mayor and Council, assists in developing long-term goals and capital improvement strategies, encourages regional and intergovernmental cooperation, and promotes partnerships among elected officials, staff, and residents to support effective governance and community building. The City Manager also performs any other duties required by the Charter or assigned by the Town Council.

City Secretary

The City Secretary is appointed by the Town Council and holds office until removed by the Town Council.

The regular meetings of the Laguna Vista Town Council are held on the 2nd Tuesday of the month at 6:00 p.m. in Town Hall, located at 122 Fernandez, Laguna Vista, Texas.

The City Secretary attends every meeting of the Town Council and keeps accurate minutes of the proceedings thereof on a book to be provided for that purpose and engrosses and enrolls all laws, resolutions, and ordinances adopted by the Town Council, keeps the corporate seal, takes charge of and preserves all books records, papers, documents and files of the Council, thereby serving as the Town's Records Management Officer; administers oaths, countersigns and attests contracts, and other legal instruments when executed by the authorized officers of the Town; serves as the election official for all Town elections.

The City Secretary also serves as the recording secretary for the following boards, committees and corporations:

  • Board of Ethics

  • Board of Adjustments

  • Parks and Recreation Board

  • Planning and Zoning Commission

  • Community Development Corporation (CDC)

  • Tax Reinvestment Zone (TIRZ)

All Public Information Requests are submitted to the City Secretary and processed according to the requirements of the Texas Public Information Act.

Proclamations and awards of special recognition to citizens/individuals/dignitaries are processed and prepared through the City Secretary's office.
